So to test this free service, I have decided to do a couple of things. First off I wanted to use Cpanel to create a fully functional WordPress Blog, customized like my main site.
Check! - That worked.
Next test will be uploading a 100 MB file. This will let me see if the 250 MB disk space will allow a big file, and will also allow you, the reader, to see what kind of download speed can be expected. So far, I am very pleased. (Frankly shocked.)
Upload complete! It maxed out my home connection uploading. Doing a trial download, speed was fluctuating between 150 KB/sec and 300 KB/sec. I’d have to say that it averaged out at about 220 KB/sec.

So far this is working MUCH better than I had expected.
One difference between this free account and my much larger paid account is that 000webhost offers a very stripped version of Cpanel. If your needs are basic, then it will likely be enough for you. I also get much faster download speeds from my paid account, but 200+ KB/sec is enough to allow you to offer streaming media.
Caveat on speed. I am testing on a Tuesday at about 10AM. I’d like to get feedback from you if you notice that speeds are different than I report. Let me know the time and day that you tried to download. Another note is that I am about as far North and East as I can be without going into Canada, and the server is about as far South and West as it can be without being in Mexico. In short, I am far away.
